Quality services for 0-6
year old children and their families for
the promotion of education-oriented
communities and of an active
citizenship
The Project Idea
The basic idea is to
develop an international research to
carry out a detailed survey on preschool
services and on the involvement of
families in education activities with
children aged 0-6, comparing the ways
different countries organize educational
services, focusing in particular on the
quality criteria applied.
The development of
networks among international
institutions and organisations based on
the prioritie 1 of the LifeLong Learning
Comenius Network Programme it is
essential in promoting highly
specialized childcare and educational
services.
It is also fundamental to
address the research on issues relevant
to education professionals in a
perspective of lifelong learning.
The various aspects of
innovative services for pre-primary
children that can be analysed are:
typology: small
nurseries, nurseries located inside
households, infancy centres,
recreational centres, toy ad book
libraries, etc.
management: government,
city council, private,
mixed, etc.
personnel training and
duties: coordinators, educational
psychologists, educationists,
entertainers, etc.
The objective is the
creation of a network that can analyse,
research, experiment, promote and spread
good practices in pre-primary services,
reaching the following objectives thanks
to the two year EU funding:
1st year: the
creation of an European website; the
accomplishment of an international
survey comparing the good practices
of services for 0-6 year old
children (in the 10 countries involved
and in Latin America); the elaboration
of future research and experimental
projects.
2nd and 3th
year: the start up and implementation of
research and experimental projects; the
construction of European dynamic models
of innovative infancy services that take
into account the peculiarities and the
contexts of the different countries; the
evaluation of the processes involved and
of the results obtained; the validation
of the existing services in the
different countries; the development of
a consultancy service for the
certification of training in 0-6
children services.

Priority 1:
Development of
pre-primary and early learning provision
Under this
priority networks should provide a forum
for provider, research institutions and
associations in pre-primary and early
learning provision, with joint
involvement of parents as shared
responsibility. They should cover all of
the following:

identifying, exchanging
and building on experience and good
practice in pre-primary and early
learning provision;

pedagogic approaches
which foster creativity in children from
an early age;

early language learning;
-
identifying topics for
multilateral projects and other
cooperation at European level.
Project Structure and
Schedule

deadline for the
submission of the proposal: 2009-02-28

it is a three year
project, but the partnership must last 5
years
-
participation of a
minimum of 10 European countries
-
the EU will fund a
maximum of 75% of the project (maximum
150.000,00 euro per year for 3 years)
-
in case of approval
the project will start in October 2009.
We propose to apply for 3
year funding (546.000 euro, 409.500 euro
funded by EU) to reach the overstated
objectives by September 2012.

partnership among institutions and
organization is:

In a network project,
each partner can potentially be the main
coordinator, both at a national and at
an international level, and the network
itself can be the means to promote the
development of new research and
experimentations in the field of
education and childcare.
New partners can be
involved in the REEI Network upon
approval of the national partner and of
the network coordinator.
